If you mean a Content Management System, the first place to start is this wikipedia article: http://en.wikipedia.org/wiki/Content_management_system
This will detail early and various developments and systems in place, which range from OpenSource applications such as DotNetNuke for Windows and Joomla for Linux to close-sourced solutions. These systems provide database-driven content and WYSIWYG editors (or What You See is What You Get, implying you can manage the content without significant technology knowledge).
These systems are used in business for a variety of reasons. The low technology knowledge required reduces contracting cost for managing a website, as well as reducing the cost of purchasing other WYSIWYG editors such as Dreamweaver. Also, multiple administrators can be defined to manage the content, whereas in traditional web site development, you typically have only one webmaster. Another significant benefit is that the content can be managed from any computer connected to the internet and not tied to any one workstation, so quick updates are possible on the fly.
